SEO Consulting Services: What Consultants Do & When to Hire
ShareFacebookLinkedInX

TL;DR: SEO consulting services give you senior strategy and direction; your own team does most of the implementation. Hire an SEO consultant when you have people who can execute but no one to set priorities. Choose an agency when you also need capacity. Consultants average about $171 an hour, and the most common retainer is $2,501–$5,000 a month. Before you sign, agree a written scope and ask the interview questions below.

You have a marketing team, a developer who can ship changes, and maybe a writer or two. What you don’t have is someone who can say, with confidence, “do these six things in this order, and ignore the other forty.” So work gets done, but not the right work, and organic growth stays flat.

That’s the gap SEO consulting services fill. A good consultant doesn’t add hands; they add judgement. This guide explains what an SEO consultant actually does, when hiring one beats hiring an agency, what it costs, how to write the scope, and the questions that separate real experts from confident generalists.

What do SEO consulting services include?

SEO consulting services provide expert strategy and direction rather than hands-on production. The consultant diagnoses, prioritises and guides; your team, or another vendor, implements.

A typical engagement includes:

  • Diagnosis. A technical, content and authority audit, focused on what’s holding back revenue, not a list of every imperfection.
  • Strategy and roadmap. Which topics, pages and fixes to pursue, in what order, and what to stop doing.
  • Briefs and specifications. Content briefs for writers and implementation specs for developers.
  • Review and QA. Checking work before and after it ships.
  • AI search guidance. How your brand appears in ChatGPT, Perplexity and Google AI Overviews, and what to change.
  • Training. Raising your team’s capability so the knowledge stays with you.
  • Reporting and course-correction. Regular calls and a view of results tied to pipeline.

Google’s own guide to hiring an SEO lists similar services: reviewing site content and structure, technical advice, content development, keyword research and SEO training. It also warns that an irresponsible SEO can damage your site, which is why vetting matters.

What a consultant usually doesn’t do

Most consultants don’t write your articles, build links at volume or change your code. If you need those done, you need either an agency or a consultant plus execution resource. Being clear about this up front prevents the most common disappointment: a brilliant strategy document that nobody implements.

SEO consultant vs agency vs in-house: which do you need?

Hire a consultant when you have people to execute but lack direction; hire an agency when you need capacity as well; hire in-house when SEO is a proven channel that justifies a salary.

A consultant sells judgement, an agency sells judgement plus hands, and an in-house hire gives you both, slowly.

Many growth-stage companies end up with a hybrid: senior advisory plus an agency or internal team for delivery. If you’re leaning towards a full-service partner, our guides to how to choose a SaaS SEO agency that drives pipeline and what great B2B SEO services include cover that route.

When a SaaS SEO consultant makes particular sense

SaaS companies often have unusually capable teams: product marketers who understand the buyer, engineers who can ship, and content people who know the product. What’s missing is someone who has seen how search works across many SaaS companies. A SaaS SEO consultant fits well when:

  • You’re pre-Series B and can’t justify a full agency retainer.
  • You’ve hired your first in-house marketer and want to make them effective fast.
  • You face a specific, high-stakes decision: a replatform, a docs migration, programmatic pages, or entering AI search seriously.

How much do SEO consulting services cost?

SEO consultants average about $171 an hour, and the most common monthly retainer is $2,501–$5,000. That’s according to Ahrefs’ survey of SEO pricing, which also found that consultants charge more per hour than agencies or freelancers.

What SEO consultants charge, from the Ahrefs SEO pricing survey.

Pricing modelWhat the survey found for consultantsBest for
HourlyMost common rate $100–$150; average about $171Ad-hoc advice, reviews, second opinions
Monthly retainerMost common range $2,501–$5,000; average $3,250Ongoing direction for an executing team
Per projectMost common fee $5,001–$10,000Audits, strategy and roadmap, migrations

Published prices from firms offering consulting line up with this. Optimist’s advisory retainers start at $3,000 a month on a month-to-month basis, and WebFX lists custom SEO plans starting at $3,000 a month.

Why consultants cost more per hour than agencies: you’re buying one senior person’s judgement, not a blended team rate. The right comparison isn’t hourly rate; it’s cost against the value of decisions made. A consultant who stops you spending six months on the wrong content programme has paid for themselves many times over.

The hidden cost is implementation. A $4,000-a-month consultant plus the internal time to execute their roadmap may cost more in total than a $7,000 agency retainer that includes delivery. Price the whole thing, not just the invoice.

How to write the scope of work for an SEO consultant

A clear scope of work is the single best predictor of a successful consulting engagement. Most failed engagements weren’t caused by bad advice; they were caused by unstated assumptions about who would do what.

The eight parts of an SEO consulting scope of work.

Use this as a template:

  1. Business goal. The commercial outcome SEO should move, in numbers. “More traffic” isn’t a goal; “40% more organic demo requests in two quarters” is.
  2. Scope. What’s in and, just as important, what’s out. State explicitly whether writing, link building and development are included.
  3. Deliverables. Named outputs with dates: audit, roadmap, a set number of briefs or specs each month.
  4. Cadence. How often you meet, how reviews work, and expected response times.
  5. Who implements. A named owner on your side for each workstream. If there’s no owner, the work won’t ship.
  6. Access and data. Which tools and permissions the consultant needs. Google advises granting read-only Search Console access at the audit stage.
  7. Success measures. Leading indicators (pages indexed, fixes shipped, rankings) and lagging ones (leads, pipeline), agreed before work starts.
  8. Term and exit. Length, notice period, and confirmation that you own all outputs.

A reasonable first engagement is a fixed-scope project (audit plus roadmap) followed by a month-to-month advisory retainer. It lets both sides test the fit before committing.

15 interview questions to ask before you hire an SEO consultant

The best questions ask for evidence and reasoning, not credentials. Google suggests asking any SEO for examples of previous work, whether they follow Google Search Essentials, what results to expect and when, and how they measure success. Build on that:

    Experience and fit

    1. Which companies like ours (model, stage, deal size) have you advised, and what changed as a result?
    2. What kind of client are you not a good fit for?
    3. Can I speak to two clients, including one where results took longer than planned?

    Method

    1. How would you decide what we should do first? Walk me through your reasoning on our site.
    2. What would you tell us to stop doing?
    3. How do you separate an SEO problem from a product, positioning or conversion problem?
    4. How do you approach AI search, and how would you measure our visibility in it?

    Working together

    1. What exactly will you deliver each month?
    2. What do you need from our team, and how many hours a week?
    3. How do you make sure recommendations get implemented?
    4. How will you hand over knowledge so we’re not dependent on you?

    Results and risk

    1. Which metrics will you report, and how do they connect to pipeline?
    2. Tell me about a recommendation of yours that didn’t work. What did you learn?
    3. Do you ever buy links or use tactics that could breach Google’s spam policies?
    4. What would make you end the engagement?

    What good answers sound like

    • Specific over general. They refer to your site, your competitors and your buyers, not to “best practices”.
    • Prioritised. They can name the three things that matter most and say why the rest can wait.
    • Honest about uncertainty. SEO outcomes can’t be guaranteed. Google’s guidance is blunt: if someone guarantees a first-place ranking, find someone else.
    • Commercial. They ask about revenue, margins and sales cycles before they talk about keywords.
    • Current. They can explain how AI answers change discovery. Google’s guide to AI features and your website says SEO best practices remain relevant there, and a good consultant can say what that means for your pages. Our guide to what AI SEO services should include sets out the wider scope.

Red flags: guaranteed rankings, secret methods, a proposal with no questions about your business, a fixed “package” sold as consulting, no interest in who will implement, and reluctance to give references.

How to get value from an SEO consultant in the first 90 days

    • Weeks 1–3: Diagnose. Give access, share sales and product context, and get a prioritised view of what’s holding you back.
    • Weeks 4–6: Decide. Agree the roadmap, the three to five priorities, and who owns each one internally.
    • Weeks 7–12: Deliver. Ship the first priorities with the consultant reviewing briefs, specs and results. Hold a 90-day review against the success measures in the scope.

The companies that get the most from consulting do three things: they name an internal owner, they protect implementation time, and they treat the consultant as a decision-maker’s adviser rather than a ticket queue.

Consulting at Top Search Agency is led by our leadership team; ongoing programmes are listed on our pricing page.

    Frequently asked questions

What do SEO consulting services include?

SEO consulting services include an audit and diagnosis, strategy and roadmap, briefs and specifications for your team, review of the work, guidance on AI search, training and regular reporting. The consultant provides direction; your team or another vendor implements.

How much does it cost to hire an SEO consultant?

According to Ahrefs’ SEO pricing survey, consultants average about $171 an hour, with $100–$150 the most common hourly rate. The most common monthly retainer is $2,501–$5,000 and the most common project fee is $5,001–$10,000. Some firms publish advisory retainers from $3,000 a month.

Is an SEO consultant better than an agency?

A consultant is better when you already have people who can execute and need expert direction. An agency is better when you also need capacity for content, technical fixes and link building. Many companies combine senior advisory with agency or in-house delivery.

How do I hire an SEO consultant?

Define the business goal, write a scope of work, shortlist consultants with experience in your model and stage, ask evidence-based interview questions, check references, and start with a fixed-scope project before committing to a retainer.

When should a SaaS company hire an SEO consultant?

A SaaS SEO consultant makes sense when you have an in-house team that can execute, when you face a high-stakes decision such as a migration or programmatic build, or when you’re too early to justify a full agency retainer but need senior direction.

Getting the right expertise, at the right level

Good SEO consulting services buy you clarity: what to do, in what order, and what to ignore. Hire a consultant when direction is the gap, an agency when capacity is, and be honest about which one you have. Whichever you choose, put the scope in writing and ask for reasoning, not reassurance.

If you’d like a senior view of where your organic and AI-search opportunity actually lies, book a no-obligation search visibility review. We’ll tell you what we’d prioritise, what we’d stop, and whether you need a consultant, an agency or neither.
